IMPROVEMENT OF SYSTEM OF THE CHOICE OF PRIORITY INVESTMENT PROJECTS IN THE CONDITIONS OF ECONOMIC DIVERSIFICATION IN OIL AND GAS REGIONS

Background: A main objective of article is consideration of questions of optimization of the operating legal bases defining conditions and sources of realization of the state support of investment activities in regions of the Russian Federation in the conditions of economic diversification. On the example of Khanty-Mansi Autonomous Okrug (Yugra) and some other regions of the country during the analysis of aspects of legal regulation and established practices of their realization the author offers recommendations on extension of the legislative base of territorial subjects of the Russian Federation regarding the estimation of the priority investment project at the level of the region, to specification of criteria of their choice in oil and gas branch. Materials and methods. The methodological basis of a research is based on application of system, equilibrium approach and also general scientific methods of synthesis, analogy, a problematization, the cause and effect analysis, interpretation and also special methods of economic science: positive and standard analysis, the functional analysis, verification, promoting complex studying of the problem and optimization of its current state. The theoretical basis of a research regarding consideration of a role of investments for stimulation of development of economy and development of the state territorial programs is based on contents of well-known economic theories (first of all, Keynesian). Conclusions and results. The author systematized and proved (from a position of federal and regional scale) the basic principles of the choice of investment projects with the purpose of their inclusion in the List of priority projects at the legislative level. Major factors of optimization of conditions of formation of lists of priority investment projects at various levels (federal level, level of the federal district, level of the territorial subject of the federation) are defined. For improvement of the legislative base by the author it is recommended to apply specifications of priority investment projects on level, to expand the legislative base of territorial subjects of the Russian Federation regarding the wording of the priority investment project at the level of the region with criteria of their choice, that is conditions of inclusion in the list of level of an appropriate subject. At the same time it is necessary to coordinate criteria to the purposes, problems of strategic social and economic development of regions. Practical value and possibilities of the subsequent use of results of scientific work. The justifications presented by the author in article and recommendations, the list of criteria can be used for the purpose of optimization of development of legal bases of regulation and methodical bases of implementation of lists of priority investment projects and their state support at various levels, first of all, regional. The criteria systematized by the author, factors and conditions of the choice of priority investment projects on the example of Khanty-Mansi Autonomous Okrug (Yugra) can be approved in other oil and gas regions of the country taking into account additional specification in the context of local economic specifics. Social consequences. The efficiency of implementation of oil and gas projects historically is one of the major resources causing the level of social and economic development of our country and a possibility of its increase in this connection questions of optimization of this sphere are in number of one of priority problems of development of modern science and also the key directions of modern public policy. Originality and value of results of the research. Work of the author makes a contribution to development of a problem of differentiation of the most significant factors of assessment of investment projects, relevant for the modern Russian economy, in oil and gas branch in the conditions of economic diversification. The uniqueness of a research of the author consists in his basing in concrete practice of activity of Russian regions (KhMAO, etc.) and the analysis of the legal bases operating in the field with application of the problem-oriented analysis that allowed to formulate the methodical recommendations caused by concrete gaps of the legislation and the existing practice of the choice of investment projects as reserves of further improvement Russian the legislation on investment activities and its realization in oil and gas branch.
