Abstract:

The article assesses the effectiveness of enforcement of the federal law «On implementation of Urban Development Code of the Russian Federation» № 191-FZ of 29 December, 2004 aimed at construction costs improvement. Data analysis and correlation is run. The sources of data are Russian State Statistics Service, Federal Arbitration Court, arbitration/commercial courts, and surveys concerning merit rating for legal rules provisions regulating auctioning for residential construction land property and aimed at construction costs improvement. The article identifies patterns of abuse committed while auctioning for residential construction land property. Based on the results of the analysis run, the author suggests measures for amending rules of allotting residential construction land property, for identifying and terminating abuse committed while auctioning.
