Abstract:

The article deals with the problem of implementation of international obligations of the Russian Federation in the context of public administration. The increasing role of international law and its impact on state practice in order to fulfill the international obligations assumed by a state cannot be overlooked. The implementation of international treaties requires States to take serious steps, including the inclusion of new powers in the competence of individual state bodies, the establishment, of temporary bodies for preparatory activities and other actions, the actual procedure for the implementation of international law into domestic law. The study of this problem seems to be very controversial. The author investigates the problem from the position of constitutional and legal science, on the basis of formal-legal, logical, functional and analytical approaches. The author believes that the Russian Federation in the practice of public administration faces the same problems of implementation of international obligations as other countries. This is largely due to the emergence in the twentieth century. some control mechanisms in respect of international conventions, as well as the expansion of the jurisdiction of supranational bodies such as the European Court of Human rights, the loss of state monopoly on the interpretation of domestic law.
