QUALITATIVE ASSESSMENT OF DEPUTIES’ DRAFT LAWS IN THE LEGISLATIVE ASSEMBLY OF ST. PETERSBURG IN 2013

The study proposes a qualitative assessment of personal draft laws of the most active in St. Petersburg deputies. Considering the quality of legislation in terms of relationships "power-society", the researcher is trying to figure out how themes bills relate to actual problems of citizens. Among the themes of draft laws were: restructuring of state power, town planning issues, regulation of philosophical and moral values. Whereas among the complaints of citizens: crime, poverty, issues of housing and communal services. For depth assessment of the inconsistency author has proposed model of quality assessment, including the ranking of subjects of appeals to Legislative Assembly on a 10-point scale and it’s correlation with the subject of deputies draft laws. In the end it is concluded as how the quality of deputies’ legislation correlates with their high public and legislative activity
