Abstract:
The Serbian Constitution of 1901, octroyed by King Alexander 1 Obrenovic, was a reflection of the achievement of a temporary compromise between conservative and liberal-democratic political forces. Therefore, it was very symbolic that the draft Constitution of 1901 was drafted by Pavel Marinkovich, a member of the Progressive Party and Milan Milovanovic, a member of the People's Radical Party. According to King Alexander Obrenovic, the new Constitution was designed to ensure the growth of the «popularity of royal power», which declined markedly by 1901. The most important innovation of the Constitution of 1901 was the introduction of a bicameral parliament - the People's Representation. This article presents an analysis of the constitutional status of the People's Representation in Serbia at the beginning of the 20th century.
