Abstract:
In recent times, interethnic relations have intensified, there has been an increase in the activity of extremist groups, radical sentiments have increased in the country. Often it is the young people, facing real life with negative manifestations of power in our country, are looking for an easy explanation for these actions and a straight path. As a factor in the emergence and existence of youth extremism, ignoring the state of youth as a social group, and precisely the part that is not itself oriented towards social and economic positivity, does not have clear ideological guidelines, which leads this category of youth to adopt as a norm of illegal forms behavior. Of particular concern is the focus of youth extremism on the seizure or redistribution of political power, its destabilization, territorial redistribution, and the forcible change in the constitutional order in the Russian Federation as a whole. The Human Rights Committee has repeatedly pointed to the inaccuracy, vagueness of the definition of extremist activity in the Law on Extremism, which allows for an arbitrary approach to its application. It should be noted that certain actions attributed by the legislator to extremist ones were appealed to the Constitutional Court of the Russian Federation for their constitutionality. However, the Court found that the contested provisions are based on the reproduction and concretization of the provisions of the Constitution of the Russian Federation and therefore do not violate constitutional rights and freedoms. The legislator has not established clear criteria to define the concept of extremist activity, since it is too vague and does not protect citizens and organizations from the risk
