Abstract:

In the present article disclosed the Russian Federation as a social state. Studied the concept of «social state» and critique of the concept of the social state from the point of view of its effectiveness. Characterized by the practical application of the principle of priority of the rights and freedoms of man and citizen by the example of authority of the owner, which is one of the aspects of social orientation of state policy. Considered provisions of the Civil code of the Russian Federation on compulsory withdrawal from the owner of the property, termination of property upon alienation by the owner of his property to other persons, refusal of the owner of the right of ownership, loss or destruction of property, and the loss of ownership rights to property in other cases provided for by law. Researched legal measures taken towards consolidation of the number of subjects of the Russian Federation, it is concluded that they are of chaotic character, on the one hand, formed the Federal district is an intermediate level between the Russian Federation and the property of the Russian Federation, on the other - the merging of existing regions and the formation of new ones. The author of the second method seems to be more promising.
