Abstract:
The article deals with the main provisions of the book of the old Testament number of Moses Pentateuch, enshrining the religious and legal order of management of the ancient Israeli state, their projection on the sources of modern Russian administrative law. In contrast to the first books of Moses Pentateuch, in this text there is a division of legislation not only into independent industries, but also sub-sectors. Undoubtedly, the key norms in this book are those that consolidate the order of the state system and administrative management, fully aimed at maintaining the unity, integrity, independence in the country, the development of spirituality and socio-economic needs. Such a division takes place in accordance with the will of the ruler - the Lord, but also with the help of the oldest Israeli people, who settled in the new land, and for this reason have a need for validity and legality of their actions. When the will and desire coincide, it is this synthesis that gives a positive impetus to the creation of a comprehensive and versatile administrative legislation.
