The need to write this article is due to the development and improvement in the field of public Finance and optimization of the use of financial resources - the formation of funds of public financial reserves. Currently, all of great importance and urgency accept the issues of their management. The theoretical basis of the study consists of the provisions and conclusions contained in the works of Russian and foreign scientists-economists: A. Smith, D. Ricardo, J. B. Say, K. marks, A. Marshall, J. Hicks, A. Kozeradsky, M. A. Kuryanov, E. B. Lebedinskaya, A. A. Losev, O. V. Pavlyukova, E. L. Paidiev etc. The article deals with the peculiarities of the formation of state financial reserves at present, in the conditions of the economic crisis in Russia against the background of world economic processes. Today, the main problem in implementing an effective policy of state financial reserves is to find ways to channel these financial resources for the development of the national economy and modernization of the industry while ensuring the balance of the main macroeconomic indicators of the Russian economy. In the course of the research, the financial and economic mechanisms of the funds of the state financial reserves of Russia at the present stage are determined, their main consequences for the state and certain sectors of the Russian economy are analyzed. The article considers the nearest prospects of development and use of financial reserves in the current situation. Based on the study of this issue, the author concludes that the formation of financial reserves in the Russian Federation requires the development of new strategies and reformation, taking into account the world experience of developed countries. Currently, the main investment resource for the Russian economy remains the domestic national resource. In this regard, it is necessary to change the direction of the use of financial reserves. Despite the importance of risk insurance and the need for not very significant reserve resources in the medium-term budget planning, it is necessary to modernize production in the sectors of the national economy. The work is addressed to a wide range of economists, financiers, employees of financial institutions and analysts.
