Abstract:
Despite the heroic resistance to the German fascist invaders and their satellites, the Kingdom of Yugoslavia was occupied in April 1941 and later divided into parts. The terror of the occupying forces on the territory of Yugoslavia caused resistance of the population of Yugoslavia. As early as November 1941, the bodies of the new national government, the National Liberation Committees began to be formed on the parts of Yugoslavia liberated from the invaders. The next stage in the restoration of Yugoslavia was the establishment at the end of November 1942, Anti-Fascist Council for the National Liberation of Yugoslavia declared, «the Supreme representative body of legislative and Executive authorities of Yugoslavia during liberation war». After the conversion of the Anti-Fascist Council for the National Liberation of Yugoslavia to the Provisional National Assembly in August 1945, it adopted a number of acts that provided a legal opportunity for the adoption of the Constitution of 1946. The process of constitutional construction of the «Second Yugoslavia» is the subject of this article.
