CREATING PROGRAMS TO SUPPORT WOMEN-ENTREPRENEURS AS THE GROWTH FACTOR OF SMALL-SCALE AND MEDIUM-SCALE ENTERPRISES IN RUSSIA

Objective. The aim of the article is to analyze one of the growth factors of small-scale and medium-scale enterprises in Russia. The problems of business activity of women-entrepreneurs, main mechanisms of their support, as well as the obstacles that negatively affects business development are discussed in the article. In addition, the positive experience of existing programs of women's business support in Singapore was studied by the authors. Model. Such methods as comparative analysis, description, hypothetical-deductive method, generalization, synthesis were used by the authors. Results. The types of programs that can have a positive impact on the development of business undertakings by women were proposed by the authors. Their implementation will help to achieve the key goals which are stated in the Strategy of the development of small-scale and medium-scale enterprises in the Russian Federation up to 2030, as well as influence the rating of Doing Business Conveniently which is carried out by the World Bank. Conclusion. Business activity of women is an innovative and promising growth factor of Russian business. The programs of support which were suggested by the authors can be realized by the Committee of development of business undertakings by women «The Support of Russia». The mass media should play an important role in increasing the number of women-entrepreneurs. Among the possible social consequences we can mention the following: business will be done not only by men but by women too; The Gross Domestic Product will be increased; new jobs will be created; a greater number of people will learn how to be successful owners of business, not employees.
