The article reviews, analyzes the problems and possibilities for a more close combination of the program-target approach in macroeconomic forecasting, planning and budgeting, and state financing for the development of the Russian economy. The task is to assess the budgetary resource intensity of socio-economic programs at the initial stage of their formation, in the process of setting the program objectives. For this purpose, the concept of «resource intensity of the objectives of the state program» is introduced, and the objectives themselves are proposed to focus on the solution of the most significant strategic macroeconomic problems. The approaches to the establishment of the cost of achieving the target indicators of state programs in the formation of budgetary allocations for programs are discussed.
