Abstract:

This article is devoted to legal regulation of an order of providing preferences to certain participants of the market of government procurement. Legal status of such special categories of participants as organizations of persons with disabilities and institutions and the enterprises of a penal correction system is analyzed. The single question lit planning of purchases in which the specified subjects can participate, and the gaps as granting privileges considerably influencing an opportunity and efficiency of participation of special subjects in purchases are revealed. Article will be useful as to civil officers - the staff of contract services and contract managing directors, and to representatives of the organizations of persons with disabilities and institutions and the enterprises of a penal correction system interested in participation in auctions on the conclusion of contracts of delivery of goods, rendering services and performance of work for the state needs.
