Topical Problems of Parliamentary State Control

Task. The strengthening of the state organs control functions is becoming the tendency of the state and legal activity of modern Russia. This raises a scientific need for theoretical and practical study of organizational and legal basis of the developing control power. One of the organizational and legal forms of its manifestation requiring study is Parliamentary control. Methodology. General and scientific, private and legal methods of research, namely: comparative and legal, formal and legal and the method of interpretation of law are used in the article. The problem raised in the article affects many branches of public law: constitutional, financial, administrative and etc. It is connected with the multi- aspect nature of exercising Parliamentary control over the realization of the state power. Summary. Parliamentary control in modern Russia is the most important organizational and legal form of the state control activity along with the presidential control, control of the institute of ombudsmen on human rights, financial control, administrative supervision, etc. Isolation of this state control form is due to the specificity of the whole system of its subjects and control activity methods used by subjects. Parliamentary control has non-specialized external nature.
