Abstract:
In the present article, the legal problem of transition from system of mandatory pension insurance to the individual pension capital. The author considers the shortcomings of the current system and the benefits of a more progressive system of individual pension capital, provides positive examples of international experience in the development of voluntary pension systems. The author substantiates the economic and social necessity of transition to the voluntary forms of pension insurance at the moment. The article presents author's suggestions for the formation mechanism of individual pension capital and facilitating the transition of participants of pension relations for voluntary private pension programs.
