ADMINISTRATIVE AND LEGAL REGULATION OF THE ECONOMY OF THE RUSSIAN FEDERATION IN THE CONDITIONS OF ECONOMIC SANCTIONS

The necessity of writing this article is conditioned by the needs of scientific comprehension of the preliminary results of administrative and legal regulation of the economy of the Russian Federation in the conditions of economic sanctions imposed by the United States and the countries of the European Union. The research is based on the use of methods of content analysis, statistical and comparative legal analysis. The theoretical basis of the study is the provisions and conclusions contained in the writings of Russian and foreign economists examining the role of the state in the economy: L.I. Abalkin, J. Buchanan, B.A. Denisova, G.B. Kleiner, A. Marshall, G. Tallock, M. Friedman, F. Shamkhalov. The article considers the current state and the main problems of state regulation of the economy of the Russian Federation in conditions of external challenges. The analysis of the most significant negative consequences for the economy of the Russian Federation as a result of imposing economic sanctions on it by the countries of Europe and the USA is given. The main indicators of the fall of the Russian economy after the introduction of economic sanctions in 2014-2016 are given. The history of imposing sanctions against Russia in the 20th century is considered. An analysis is made of the measures taken and the main regulatory legal acts aimed at ensuring sustainable development of the economy and social stability during the period of sanctions. According to the results of the research, the author outlines the main reasons and circumstances that can reduce the effectiveness of social and economic measures taken by the state, as well as proposed priority measures to improve the quality of life in the country in the context of the sanctions policy of foreign countries. The main expected consequence of the publication is the optimization of the basic approaches of the legislator to the practice of administrative and legal regulation of the economy of the Russian Federation in the conditions of economic sanctions. The article is addressed primarily to the legislator, law enforcers in the field of administrative and legal regulation of the economy, researchers, teachers, graduate students and students of law schools.
