About legal problems of the conclusion of agreements between the Ministry of Internal Affairs of Russia and executive authorities of the subjects of the Russian Federation provided by the Russian Federation Code of Administrative Offences

The article deals with some legal problems of concluding agreements between the Ministry of Internal Affairs of the Russian Federation and the executive authorities of the subjects of the Russian Federation on the transfer of a part of the rights to take infringement notices on administrative violations entrenching upon public order and public safety as provided for by regional laws. The conclusion of these agreements is provided by the Code of the Russian Federation on Administrative Offenses. The Ministry of Internal Affairs of the Russian Federation has prepared a draft of such a model agreement. However, so far in the vast majority of subjects of the Russian Federation the relevant agreements haven't been concluded, including for financial and legal reasons. In article possible options of solutions of current situation are considered.
