This article examines the legal bases of interaction of the Interior with the media, both at a general level and in the field of counter-terrorism with the requirements of openness and secrecy. Of particular importance interaction of the Interior with the media gets in countering terrorism. According to the Ministry of Internal Affairs of Russia, in 2012 recorded 637 terrorist crimes (in 2011 - 622 + 2.4%). Against the background of the array recorded crime (2302.2 thousand crimes in 2012, 2,404.8 thousand in 2011) - is less than one- tenth of a percent, but we must understand that terrorist crimes are always of great public interest, related an injury to a large number of victims, are public by discrediting the law enforcement system and creating panic among the population. Thus, the interaction with the media in countering terrorism should be subject to reasonable limitations, which are discussed below.
