The article is dedicated to innovative activities of enterprise as the main factor of increasing its competitiveness on the domestic and foreign markets. Efficiency of enterprise innovative development primarily depends on its resources. The authors develop the algorithm of assessment of efficiency of financial and economic tools of resource management given the influence of external and internal factors, and offer recommendations for optimization of budget and own funds of high-tech enterprises in the Union State of Russia and Belarus.
