Task. In the period of the dynamically developing economic policy of Russia, taking into account complex foreign policy situation, urgent and important is represented a study of the potential of the steady development of regional economic systems as fundamental basis with the development of the internal reserves for management. Steady development assumes the simultaneous solution of the diverse and in many respects contradictory problems of economic increase with the condition of retaining the quality of the medium of the stay, evaluated first of all from the positions of ecology and social sphere. The formation of convenient and effective methods and tools of the measurement of steady development, which make it possible to give the single-valued treatment of the obtained results, presents high value both with the research and with the administrative of the points of view. The problems of the development of regional economic systems are investigated sufficiently deeply and abroad in the works of such scientists as Peter М.Hansen, Ed Dean Сarson, G. Anthony Chase, Aymo Вrunetti, Gregory Кisunko and Beatrice Weder. Model. The methodological the basis of a study consists of the use of a dialectic method of knowledge, methods of the retrospective analysis of resource guarantee and strategic potential of the steady development of regional sotsio-ecological- economic systems, inductive and deductive methods of investigating of regularities, statistical method of measuring of dynamics and prognostication, expert estimations, methods of the graphic mapping of the results of a study. On the base of systems approach in the work were used such concrete methods, as: calculation-analytical, economical- administrative analysis, the theory of limiting values, statistics, structural-logical and economic and mathematical simulation. Conclusions. The obtained results introduce the specific contribution to the scientific theory and practice, enlarge field of knowledge, which are concerned the development of the methodological of the bases of estimation and control of the potential of the steady development of regional sotsio-ecological- economic systems. Practical value. The direct practical value the represented positions, connected with the substantiation of the procedure of estimation and prognostication of the strategic potential of region in the interrelation with the stability of its social and economic development, have. Framework of a study/the possibility of the subsequent use of results of scientific work. The obtained conclusions and results can serve as the theoretical basis and the practical recommendations for developing of strategy and program of the development of the regions of the country on the principles of the substantiated estimation and prognostication of the potential of steady social and economic development. Social consequences. The developed by the author practical recommendations regarding the estimation, prognostication and control of the potential of the steady social and economic development of region can be accepted and used for the development of the regional programs of development and measures for the realization of strategy of the social and economic development of region. Originality/value. The originality of a study consists in the development of systematic set of instruments and practical-scientific recommendations regarding estimation and control of the potential of the steady social and economic development of region.
