Abstract:
The purpose of writing this article was to analyze and study of state programs as essentially the only mature and well-functioning instrument program-target method of planning in the Russian Federation. To date, the Russian state programs - this is the most transparent tool of social and economic policy with support from the federal budget. The article describes the basic functions of government, as well as the concept of singularity, and the role of government programs. In the current study, improvement and expansion of program-oriented planning is the most important task of the state management system, so research in this area are becoming more relevant.
