He article deals with the problem of declining GDP growth in Russia with economic sanctions. When the economy is growing at the expense of the hydrocarbon exports, there is a dependence of the growth of prices in the international energy market. The decline in oil prices, the slowdown is natural. The lack of investment in the restructuring of the science and technology capacity-building in various sectors of the economy, reduce the quality of GDP. Concludes that for the revitalization of economic growth and solutions to problems with import substitution to a restructuring of the science and technology capacity-building in various sectors of the economy
