Purpose - research of problems of reorganization of activity of political police at a turn of two centuries. Methodology - the analysis of approaches and views of heads of gendarmerie concerning improvement of activity of gendarmerie. Results - in article features of understanding by the management of the Case of gendarmes of problems of reorganization of activity of political police in the changed conditions of social development are analyzed. Originality / value: this article touches on issues, the traditional ideas of conservatism of heads of law-enforcement structures of pre-revolutionary Russia demanding a certain reconsideration
