Abstract:
The increasing role of human capital with the transition of the world to the knowledge economy leads to an increase in the public's attention to the qualifications of specialists [2, 3]. One of the directions of improvement in this direction was the introduction of professional standards [14, 15]. It is shown that this leads to the change of the educational paradigm to a new paradigm, which is oriented towards practice and professionalism. On the basis of the existing scientific approaches, the key factors of the knowledge, humanitarian and new paradigms of education were compared. Different approaches to understanding the vertical profile of the competencies of specialists are analyzed. The foundations for understanding the new educational paradigm, oriented to practice, which can become the core of the development of the practice of professional standardization, are laid. Vertical qualification frameworks can be used to more accurately assess human capital. The work provides new tools for assessing the capitalization of intellectual resources of countries and approaches to more effective development of these resources, which is important in the context of building a digital knowledge economy. The work is intended for specialists in the field of education, personnel and human capital management, developers of professional standards.
