Abstract:
The relevance of the study guarantees the rights and freedoms of the individual is mediated not only by the need for real security of subjective rights, but also finding adequate to modern calls of ways and means, positively affecting the functioning of the human rights space of Russia. In this regard, the modern regulatory safeguards, we believe that the prospective implementation of Federal government programs. Based on this, the subject of this research was made by regulatory legal acts governing the Federal program taking into account the criterion of the category of recipients. The article presents the results of the performed analysis the stated view of Federal programs that allowed them to organize on the basis of the selected criterion, and to formulate proposals aimed at improving the quality of Russian Federal programs.
