THE POST-SOVIET POLITICAL REGIME: EVOLUTION, STRUCTURE, TENDENCIES OF DEVELOPMENT

On the basis of constitutional cycles theory the author makes reconstruction of three main phases in Post-Soviet political regime transformation - the rejection of Soviet model of nominal constitutionalism, the adoption of the Russian 1993 Constitution in action and restoration trends in current legal development. During this transition period the one-party dictatorship was transformed into democratic Caesarianism system with clear predominance of President over all other branches of power. In order to understand the historical logic of this political regime the author analyses its origins, institutional structure, legitimacy and functions in internal and external political affairs, as well as prospects for future transformation in full-scale law-based state. He presents his vision of alternative ways of political reforms, strategies and technologies of their implementation.
