TRANSFORMATION OF AGRICULTURAL POLICY OF RUSSIA IN CONDITIONS OF TRANSITION TO MARKET: SEARCHING FOR OPTIMAL FORMS OF FARMING

The article is devoted to the formation and development of such forms of farming as the peasant private farms, agricultural organizations, population which have been formed in the process of reforming collective and state farms under the pressure of political factors. Formation of a new institutional environment occurred in the conditions of rapid market transformation on the background of acute political struggle, connected with the creation of private ownership of land. The attention is given to the inconsistency and hasty nature of the created legal framework of agricultural policy that radically changed the forms of ownership of land at the cost of falling levels of agricultural production and exacerbating the problem of preservation of food security of the country. The contradictory nature of agricultural holdings established in the countryside in conditions of financial and economic crisis and the continued lack of investment indicates that the state agricultural policy still needs to be corrected.
