In article with reference to modernity presents an analysis of «principle of imbalance or 80:20» («law /rule/ Pareto»). It is emphasized, that real thought of Pareto was, that distribution of social wealth among groups of population predictably imbalanced, and critical percentage ratio of specified imbalance (when, supposing, not 80%, but 90 percent or more of material values owned in property not 20%, but 10 percent or less of population of country) fraught with imbalance of entire system of social relations, popular riots, revolutions. Subsequently, «principle of imbalance», indirectly established Pareto, with filing of many western scientists and practitioners was given status of universal principle, acting in economy, politics, education and science, information and informatization, management, business, etc. In its most general form now this principle is formulated as follows: «20% of effort give 80% of results, while remaining 80% of effort - only 20% of results», that does not amount to relevant conclusions of Pareto. According to author, using it in this sense in order to reduce excessive government intervention in economy, development of competition, ensuring of proper functioning of system of social relations in general it is doubtful and illusory.
