Abstract:
In article the conceptual development of the main normative documents fixing ideals of modern Russian and European systems of local self-government in the conditions of the world global system crisis affecting conceptual and ideological bases of all spheres of a modern world order is considered. The author analyzes theoretical and practical aspects of this problem
