Abstract:

In any sphere of the public relations, standards of the Constitution of the Russian Federation have fundamental value. Also activity of subjects of nation-wide system of counteraction to terrorism isn't an exception. Despite the absence of in the Fundamental law of a mention of terrorism, constitutional precepts of law exert the direct and mediated impact on anti-terrorist policy of the Russian state. As the subject composition of counteraction to terrorism is very extensive, the basis of their activities is the constitutional principle of separation of powers. The content and scope of the relevant powers is determined by the federal legislator on the basis and in accordance with the Constitution of the Russian Federation.
