Abstract:
The article is devoted to the study of the evolution of the political status of the Federation Council of the Federal Assembly of the Russian Federation in correlation with its perception by the population. The original idea of forming the upper house of the Russian parliament, the Federation Council, as the organ of the spokesman for the population of the constituent entities of the federation, was modeled after the US Senate, the Federal Council of Austria, the Canadian Senate, the Canton Council of Switzerland and other federal states, due to the specific political processes in Russia and did not take the form inherent in the bodies of representative and legislative authority of foreign federations. The activities of the Federation Council play a very significant role in many political processes taking place in Russia in modern conditions. The formation of the Federation Council is caused by profound political changes that took place in the Russian statehood and are fixed in the 1993 Constitution: a transition to a democratic system of power, a decisive turn to the federal system of the state, an increase in the independence of the regions, decentralization of the management system. The author considers issues of political reputation, image, authority of the Federation Council in modern conditions, which should be holistic, consistent. Since political authority, as one of the fundamental qualities of political activity, means public recognition of the possibility and the right of a subject of politics to exercise legitimate authority, considerable attention is paid to the people's trust in this authority.
