PROCESS-ORIENTED APPROACH IN HEALTHCARE IN THE RUSSIAN FEDERATION AT THE PRESENT STAGE: KEY PROBLEMS AND PROSPECTS FOR DEVELOPMENT

The relevance of this article is due to the need to improve management effectiveness in the health care system. The tasks set before the Government of the Russian Federation at present to overcome the high mortality of the able-bodied population, high infant mortality, to solve the personnel shortage of specialists providing primary health care and to improve the overall quality of medical services as a whole are possible only with the implementation of modern management methods based on process-oriented approach, as well as on the principles of quality control of products (medical services). The theoretical basis of the research was data from open sources - sites of the information and telecommunication network «Internet» of the executive authorities of the Russian Federation; normative and legal acts regulating the issues of public health protection in the Russian Federation; scientific works of domestic and foreign scientists and specialists published in peer-reviewed publications on fundamental and applied research in the field of theory and practice of health management; materials of scientific and practical conferences on the research topic. The article deals with a number of topical problems of the modern management system of scientific and medical institutions of public health. First of all, the creation of the institution of «health managers» and the upgrading of the skills of existing managers. Features of the introduction of the concept of «lean manufacturing» in the medical industry. The author examines in detail the main functions and key tasks of the «process» office on the example of the priority project in the field of health, adopted by the Government of the Russian Federation. The nearest prospects of development of the medical services industry were considered and the importance of standardization of institutions in accordance with international requirements was substantiated. In the course of the study, the effectiveness of the introduction of a modern approach to management was revealed, based on the example of its implementation in the subjects of the Russian Federation. Based on the study of this issue, the author comes to the conclusion that the introduction of a process-oriented approach to health management, the introduction of a system of key indicators enables the manager to formulate sound management decisions, plans and programs for its development for short and long-term prospects. The creation of an effective, consumer-oriented health care system will help meet the challenges ahead. The work is addressed to a wide range of heads of scientific and practical and medical institutions of public health, economists, lawyers, and workers in the field of healthcare.
