Objective: to conduct a legal analysis of some aspects of charging for solid waste management and its recalculation. Model: the article analyzes the procedure of citizens ' actions to restore the violated rights in terms of recalculation of fees for solid waste services and sets out the position of the authors on the issues of changes and additions to the legislation in respect of the rules of recalculation of fees for these services and the responsibility of the contractor for unjustified refusal to recalculate fees for them. Conclusions: the Lack of legal regulation of relations on the responsibility of organizations that manage apartment buildings, for refusing to carry out recalculation of fees for services for the treatment of solid household waste, including in the case of temporary absence of a citizen in a residential area of an apartment building, creates problems for the protection of consumer rights. Value: the Relevance of the issue raised in this article is related to the frequent failures of legal entities, managing apartment buildings, to recalculate the payment of citizens for these services, in connection with the introduction of changes to the Housing Code of the Russian Federation in 2016, defining a new procedure for calculating the fee for the service of removal and disposal of solid waste. The results of this research work are aimed at the normative regulation of the housing legislation in the field of charging for solid waste management and its recalculation, in order to ensure the regulation of disputes between the parties to these relations.
