INSTITUTIONAL AND LEGAL PREREQUISITES FOR STRATEGY OF THE ECONOMIC SECURITY POLICY OF THE RUSSIAN FEDERATION

The task. The current stage of state policy, aimed to ensure national, in particular, economic security of the country is characterized, first of all, with the possibility and the need to integrate measures, undertaken in this direction, into a unified system of strategic planning. It means both the horizontal integration (coordination at each level of public management of the security requirements with the target indicators of all other strategies of sector and spatial nature) and vertical integration (coordination of security strategies of the federal, regional and local levels). The model. The study is based on the comparative and historical analysis of the current legislation on national security; on the comparison of its basic provisions with the legislation and other legal documents on strategic planning in the Russian Federation. The methodological basis of the study is also a comparison of the provisions on national and economic security with those new phenomena, which characterize the spatial section of such security and at present demand a set of changes and additions to the relevant block of Russian Federation legislation. Conclusions. Ensuring the coherence of national security policy with the formation of a strategic planning system with practice of governmental management requires a number of significant institutional and legal innovations, related to both the actual legal regulation of national security policy and as well to the positioning of this policy in the strategy of socio-economic development of the country, its regions, and municipalities. The key importance in this situation is the consistent work at so-called security «thresholds» safety, their legal positioning as the target benchmarks for strategic documents both of sectoral and spatial nature. Opportunities for further practical use. The main provisions and conclusions of the article can be used for inserting changes and additions to the legislative acts on national security and strategic planning, to federal and regional strategies, including target strategies and programs, aimed to ensure economic security of the subjects of the Russian Federation.
