Abstract:

In article subjects of small and average business, large business, the state organizations, higher education institutions and scientific research institute as key actors of increase of innovative activity are considered. In this regard development of innovations demands certain administrative actions at different stages of life cycle of the hi-tech organizations and innovations for the purpose of formation of adaptive innovative culture through a prism of the general functions of management: planning, organization, motivation, control.
