Now the problem of development of theoretical bases and mechanisms of safety and stability of development of Russia was reasonably staticized. However, conditions and factors of development of institutes and mechanisms on ensuring social and economic stability in the conditions of close integration of the financial and economic mechanisms promoting increase in level of economic and social safety of the country are still insufficiently studied. In this context complex researches of a concept and essence of social and economic stability, system nature, assessment of level of safety and use of indicators of a condition of an economic safety in case of management of social and economic systems taking into account country features are of particular scientific interest. Economic stability of territorial subjects of the federation was and still remains an object of research and an extensive discussion between scientists. And it is quite clear if to consider this category not as the certain set dogma and as real subject of the scientific analysis. In such conditions need of deep understanding of essence and specifics of the developing economic processes for the Russian economy at all its levels is particularly acute. An important component of this problem is forming of an effective teoretiko-methodological basis of ensuring economic stability of development of territorial subjects of the federation. In this article separate approaches to forming of methodology of a complex research of a problem of ensuring stability of socially economic development of the country are considered.
