Abstract:

The key provisions of the long-term pension system development Strategy are considered in the article. The possibilities of the early retirement pension institute reform are explored. Perspectives of the early retirement non-state pension insurance (DNPO) system introduction are analyzed. The conditions of social guaranties new form development are proportionated. The necessity of the legislation modification is pointed. DNPO state regulation gaps are stressed. The early retirement system transformation is proved. The regulatory impact details are disclosed. The alternatives for special working conditions employees are resumed.
