Abstract:
Goal. As the purpose of research supports the analysis of the international legal framework to combat the influence of toxic substances in the context of the implementation of the principle of the best interests of the child, which will determine the most effective ways to protect the rights of children as a vulnerable population groups in the context of the maintenance of international environmental security. This question is one of the discussion today in the western doctrine of international law, it remains one of the least studied in the domestic science of international law that determines the relevance of the research topic. Methodology. To achieve this goal within the framework of preparation of this article has been applied general scientific methodological approach that allows to determine the scope of the study, to clarify the basic concepts and categories related to the protection of children's rights in the context of the maintenance of international environmental security, identify key conceptual aspects of the research topic. The study used scientific methods of cognition, such as analysis and synthesis, generalization, dialectical. Widely used special methods of science: comparative law, legal and technical. Conclusions. In accordance with international law, States should consider the principle of the best interests of the child as a priority in the design, implementation and monitoring of the implementation of health laws and policies to protect the environment, the rights of consumers and workers. States in the design should take into account the fact that certain groups of children are more likely to be exposed to the harmful effects and, therefore, faced with an increased risk. Possibility of future use of the results of scientific work. The analysis can form the basis for follow-up studies of practical aspects of the issue of protection of children's rights in the context of environmental contamination, identify problems in the implementation of international treaties in this area. The practical significance. Results of the study may be useful in the work of state bodies and other stakeholders involved in the process of protecting children's rights. Value. The results can be used in activities relevant Russian government agencies, including the Ministry of Education and Science and the Ministry of Foreign Affairs.
