Abstract:
The aim. The aim of the research is to analyze the documents on the Russian Federation’s strategic planning in the field of suppression new threats to security as caused by transnational organized crime and international terrorism. The problems of the legal and institutional framework of counterterrorism are subject of a wide range of national and foreign experts’ research. To a less extent in the national science - in the field of criminology and penal law - the issues of combating transnational organized crime are studied. At the same time the socio-legal phenomenon transnational organized crime and international terrorism as generating the threat to international peace and security as well to regional security and stability has not been explored comprehensively as well as the problems of national strategic approaches to suppression the relevant threats. Methodology. The achieve the specified aim of the research in the process of drafting this Article general scientific methodological approach as well as specific scientific methods have been applied. Among them analysis including legal and technical, synthesis, generalization, extrapolation and comparative study. Results. Author substantiates thesis that meanwhile the phenomenon of the global threats’ caused by transnational organized crime and international terrorism impact on the national security is reflected to a certain extent in the core Russian documents on the field of security, yet they are limited to sketchy and conventional approaches to suppression of relevant threats. Herewith a national state appears the main actor generating threats to international and national security, while а non-state actors capable to destabilize and disrupt some states are out of the framework of the Russian Federation’s scenario of sustainable development. Such gap in the core Russian strategic papers on security problems prevents from the implementation of the strategic planning’s fundamental tasks. Among them are the development mechanisms to ensure the national security adequate to new strategic risks to the sustainable development in the Russian Federation. And one of the most important mechanisms such as an effective tool for the national priorities’ permanent coordination and the interagency approach to minimize the relevant threats yet created in the Russian Federation. Possibility of future use of the results of scientific work. The analysis can be taken as a base for further researches the issues of legal and institutional framework for the State’s mechanisms to respond to new threats to e international, regional and national security. The practical significance. Results of the study may be useful in the work of state bodies and other stakeholders involved employed in the Russian national policy in the field of suppression threats caused by transnational organized crime and international terrorism. Value. The results can be applied in the activities of relevant Russian government agencies, including the Security Council of the Russian Federation and the Ministry of Foreign Affairs.
