THEORETICAL-LEGAL ASPECTS OF THE PUBLIC DIPLOMACY OF FINNO-UGRIC NON-GOVERNMENTAL ORGANIZATIONS

Objectives: The main objectives of this article are to study the theoretical and legal aspects of the institution of public diplomacy, as well as to study the activities of the main actors in the field of public diplomacy among Finno-Ugric non-governmental organizations. Materials and methods: The methodology of the research is based on a system approach that incorporates the system-structural, formal-legal, historical, as well as other methods of scientific knowledge. The material was the research of foreign and Russian authors devoted to the theoretical and practical aspects of public diplomacy. Examining the Finno-Ugric aspect of public diplomacy directly, the author examined the works of Finno-Ugric scholars. Results: The article notes that public diplomacy is the unofficial activity of individuals and legal entities (non-governmental organizations) aimed at developing cooperation between the institutions of civil society, peoples and states. The article highlights the main regulatory legal acts that regulate relations in the sphere of public diplomacy, reveals the main forms of cooperation between the institutions of civil society in the Finno-Ugric countries. Conclusion: The article can be useful to the faculty, researchers, representatives of public organizations, specialists in the field of international relations investigating theoretical and legal and practical issues of public diplomacy, international relations, national policy, Finno-Ugric studies.
