Parliamentary control in the system of the separation of powers as an essential element of representative democracy

The place and role of a parliamentary control in the system of the separation of powers is considered in the article. In this regard the author explores the constitutional and legal basis for the realization of a parliamentary control. He estimates its value in a strengthening the legal status of parliaments in the bodies of the Russian Federation state power system. The author declares a number of deficiencies contained, in his opinion, in the Federal act of 05/07/2013 «On the parliamentary control». He notes that the control over the activity of the Executive power is one of the prerogatives of the Parliament and that the status of the legislative bodies of the Russian Federation subjects ought to be determined as the bodies exercising a parliamentary control.
