The article based on archival and research materials analyzed public policy design a comprehensive economic, geostrategic and socio-cultural space in the North Caucasus region. It tells about the methods of administration of the Royal authority, occurring either by peaceful means - in support of the local elite or military means - in the case of disobedience of the government. The conclusions that policy by the use of force has always been ineffective as the main task, consisting in overcoming ethnic and cultural separation and to prevent the reproduction of ethnic boundaries - was unattainable. Non-violent action configured to cultural assimilation, it was more acceptable to the public and therefore had a mutual positive outcome.
