The study of the history of the Soviet militia represents a topicality in the current conditions of reforming the system of internal affairs bodies, and also because of the poor knowledge of the topic. The formation of the Soviet militia begins with the first days of Soviet power, but in the Stavropol Territory, as everywhere else on the periphery, the first organs of the workers 'and peasants' militia were often created only by 1920. The new government was initially created on an electoral basis and was, public order, perform various functions: defensive, educational, social. The main direction of the work of the militia in the first years of Soviet power was the fight against banditry, which, in connection with the events of the civil war, in the early 1920s in Stavropol and Terek reached catastrophic proportions. During the formation and formation of the Soviet militia in Stavropol, great importance was given to the political training of policemen, who, by the early 1930s, They take shape, insignia, salary - attributes that have turned the police into an authority.
