Abstract:

Improving the public financial management of the nowadays and mindful of the present development stage of the national economy one should inevitably agree to use not only economic, but also legal mechanisms. The public expenditure must correspond to program budget, and these expenditures must also be efficient. The construction of the regulatory impact assessment system implemented in recent years in the Russian Federation is intended to serve the purposes of ensuring conditions for the effective use of budgetary funds and excluding cases of unreasonable regulatory interference in the economic activities of economic entities. In this article the assessment of the regulatory impact as a system of tools for forecasting and monitoring financial and economic changes caused by the introduction of regulatory regulation of economically significant areas of activity is considered.
