Annotation:
Russian America was part of the Russian state. Due to the remoteness from the capital, it had internal specifics. In this article for the first time described in detail the General characteristics and the interpretation of the Highest approved of the Charter the Russian-American company, as reflected in the decree of Nicholas I of 10.10.1844, the Senate. This legal act was the most important and important document for the Company from 1844 until the sale of Alaska in 1867 to the United States of America. Five ministries, The state Council and a Russian-American company took part in its development. This legal document was not only the most detailed and extensive, in comparison with other RAK Statutes, but also the most recent current Charter of a Russian-American company that managed and mastered the territory of Russian North American possessions. In the course of the study, mainly used the method of historical and legal analysis, as well as other General scientific and private scientific.
