Abstract:
The article is devoted to analysis of Federal programs as a kind of legal guarantees socio-economic rights of man and citizen in Russia. The author classifies the declared program, guaranteeing the right to health and medical care, the right to protection against unemployment, the right to housing; identified shortcomings of program-target method in relation to socio-economic subjective rights, and suggestions on their elimination.
