Abstract:
The relevance of the studied problem is caused by need of ensuring sustainable development and improvement of the Russian model of the concept of sustainable development. The task solved during the research is the analysis of maintenance of one of the main functions of the Russian state (ecological) and definition of the place of ensuring sustainable development in the content of the studied function. Worked on the studied task as the Russian authors (A.S. Alikhadzhieva, N.D. Vershilo, G.V. Vypkhanova, R.H Gizzatullin, A.D. Ursule, F.M. Rayanov, etc.), and foreign (D. Meadows, M. Mesarovich, A. Pechchei, Ja. Tinbergen, D. Forrester, etc.). Implementation of the tasks was reached by means of general scientific and chastnonauchny methods. On the basis of the carried-out analysis authors drew a conclusion on various approaches which developed concerning the content of ecological function and also on influence of sustainable development on the content of ecological function of the state. Authors consider ensuring sustainable development as the independent direction of ecological function of the Russian state. Having generalized various approaches to the directions of ecological function, authors come to a conclusion that ensuring sustainable development is beyond separate function (ecological) as it influences the content of various functions in this connection the scientific discussion about a possibility of allocation of new function rises, with the possible name - function of sustainable development. The conclusions and results stated in article, can be used in the course of training of lawyers when teaching such subject matters as the theory of the state and the right, the ecological right and some other branch legal disciplines. The presented conclusions can be used in work of legislative and law-enforcement bodies. Use of scientific conclusions and recommendations of authors will allow to increase efficiency of environmental policy, will promote ensuring constitutional right of citizens on the favorable environment. The offered conclusions cause novelty of the studied problem and are calculated on a wide range of the persons who are interested in problems of functioning of the Russian state.
