Abstract:
The article is devoted to analysis of issues concerned increasing of efficiency of state and municipal procurement. Author separates stages of development of relations in state and municipal procurement in Russia in environment of market system forming. Reviewed issues of norming of procurement withing the bounds of planning of procurement activities. Author makes conclusion about interconnection of categories of planning, substantiation of procurements and norming. He marks complexity of implementation of particular provisions of Law on purchasing system. Attention directed to need of creation of appropriate information resources, improvement of control, improvement of liability of officials. The article might be useful to lecturers and postgraduate students of law and economics schools, specialists in state and municipal procurement.
