Abstract:
The Kingdom of Yugoslavia was a unitary state. According to the Constitution of 1931, the state retained the territorial division established by the Law of October 3, 1929. The territory of the Kingdom was divided into banovinas. In the Kingdom of Yugoslavia nine banovinas were established. Their boundaries were defined directly in the Constitution. The names of the banovinas were geographical: by the name of the largest rivers flowing through their territory, and one was called Primorskaya, because it had access to the sea. This approach to territorial division was aimed at preserving unitarism in the state. According to Article 84 of the Constitution of 1931, banovinas were units of government and local government. The features of the territorial structure of Yugoslavia under the Constitution of 1931 are the subject of this article.
