Abstract:

The article discusses the interpretation of legal norms that are used ambiguously in practice of the organization of local self-government, reveals the content and specifics of the implementation of the categories "territory of the municipality", "historical traditions", "local community", an argumentation is deployed on the controversial problems of the development of municipal democracy, which has theoretical and practical significance.
